John J. Millner And Associates is a bi-partisan lobbying and consulting firm with offices in Springfield and Chicago, Illinois. We provide public affairs and advocacy services for individuals corporations, not-for-profits associations and state and local governments seeking representation before the executive and legislative branches of Illinois General Assembly. Founded by former 28th District Illinois State Senator John J. Millner, the firm continues John’s tradition of achieving results through relationship building, thoughtful collaboration with policymakers, and by always operating with honesty and integrity.


Our network across all branches of government in Illinois allow John J. Millner And Associates, Inc., to effectively assist our clients with their needs. We have worked hard to develop and build on our bi-partisan relationships with legislators and staff members in the Senate and the House of Representatives as well as with officials in the Executive Branch. We are proud of our ability to effectively work with legislators on both sides of the aisle and on both sides of the rotunda, including those in Senate and House Leadership.

Additionally, our numerous contacts with legislators and staff members in the Illinois General Assembly afford us the opportunity to receive “up-to-the-minute” information regarding critical legislation, often before the legislation is introduced. We have also invested in technology which allows us to more effectively track and monitor vital legislation from our offices.

The varied employment and political experience of the members in our firm has afforded us the opportunity to develop extensive relationships across the state of Illinois with numerous legislators, political leaders and government executives. This demonstrated ability is documented through our success in obtaining and maintaining client contracts. We feel we successfully work with Democrats and Republicans in both legislative chambers, including those serving in committee and caucus leadership positions very effectively.

Founder & President

John J. Millner is the founder and president of John J. Millner and Associates, Inc. John brings more than a decade of legislative experience to the firm having served as a member of both the Illinois House of Representative and Senate. His understanding of Illinois government and strong track record of effectively working with Republicans and Democrats has carried over in his role has allowed John to effectively advocate on behalf of our clients

John established his lobbying practice after previously serving for more than a decade in the Illinois General Assembly. John retired from the Illinois State Senate where he served the people of the 28th Legislative District from 2005 through 2013. Prior to his position in the Senate, John was elected in 2002 and again in 2004 to the Illinois House of Representatives serving the people of the 55th Legislative District.

During his tenure in the Illinois State Senate, John served a spokesman on many committees, including criminal law, housing and community affairs and the state government committee. John also held committee assignments for energy, executive appointments, financial institutions, higher education, telecommunications and transportation. As Illinois State Representative, John committee assignments included, consumer protection, criminal law, electric utilities, public safety, appropriations, registration and regulation, and transportation.

Prior to joining the Illinois General Assembly, John held the position of Chief of Police at the Elmhurst Police Department. He was the longest serving Chief of Police for the City, serving in this position for over sixteen years. Under his leadership, John instituted numerous police, investigative, training and community programs and to date is still considered a leader in law enforcement. John began his career with the Elmhurst Police Department as a patrolman in 1972.

John was a founding bank director of The Community Bank of Elmhurst and founded an education and training organization, specializing in interpersonal communications, body language and specialized interviewing techniques. John is the author of a number of specialized training manuals read by thousands of practitioners. John is also a Certified Forensic Interviewer as well as a Certified Master Investigative Hypnotist.

John J. Millner received his Bachelor of Arts degree from Lewis University and his Master of Arts degree in Law Enforcement Administration from Western Illinois University.

Rahul S. Kalsi


Rahul Kalsi joined John J. Millner And Associates, Inc., as a registered lobbyist with the State of Illinois in 2014. Rahul brings more than 10 years of private sector experience in diversified industries, including for-profit education, car rental and financial services. He also founded and manages Kalsi Event Group, an event management firm specializing in corporate business development events and fundraisers for non-profits and political entities.

Prior to joining the firm, Rahul worked in wealth management at UBS Financial services in Oak Brook, Illinois. From 2009-2014, Rahul served as financial advisor at UBS, providing comprehensive wealth management for individual households and business owners. Rahul began his tenure at UBS in 2007 where was hired to help transition a new financial advisory team with more than $300 million in assets under management. After successfully helping transition more than ninety-percent of the assets in a three-month period from the previous, Rahul was asked to serve as the team’s Investment Analyst overseeing equity and fixed income research for the senior financial advisor’s discretionary portfolios.

Rahul served as Corporate Communications Specialist for ANC Rental Corporation, the parent company of Alamo Rent-A-Car and National Car Rental headquartered in Fort Lauderdale, Florida. He was responsible for developing and implementing a communications strategy to all parties during the company’s restructuring and asset purchase of the car rental brands by private equity firm, Cerberus Capital Management.

In 2000, Rahul began his professional career in marketing and public relations with Renaissance Learning, a then publicly traded educational training and technology company located in Madison, Wisconsin. His responsibilities included managing all public relations campaigns to support 8 new product launches and assisting with investor relations.

Rahul holds leadership positions on education-based not-for-profit boards. He currently serves as Treasurer for the College of Business Alumni Association for the University of Illinois at Urbana-Champaign. He also chairs the Chicago Young Professionals Group of Pratham, the largest non-governmental organization (NG0) in India whose mission is to provide quality education to the underprivileged children of India.

Rahul holds a Masters in Business Administration from the University of Illinois at Urbana-Champaign (2005-2007). He also holds a Bachelors of Administration in History from Lawrence University in Appleton, Wisconsin (1996-2000).

Victoria Lenahan

Director of Operations

Victoria “Vicki” Lenahan has served as Director of Operations for John J. Millner And Associates since the firm’s inception. Vicki oversees all operations and administrative activities of the firm, including managing client service requests, providing industry research for client testimony and monitoring of legislative updates.

Vicki brings more than 30 years of operations management experience in industrial metals distribution and government affairs. Prior to joining John J. Millner And Associations, Vicki served as District Director for Senator John Millner from 2003 to 2012. Vicki oversaw the daily operations for the office, partnered with Senator Millner on committee preparations, witness interviews and followed all related legislation, including higher education, executive appointments, transportation, financial institutions and criminal law.

Concurrently, Vicki also served as his Senate Campaign Finance director where she was responsible for coordinating, planning and organizing all campaign fundraising events and re-election activities.

Vicki began her career with Tri Star Metals, Inc., from 1985 to 2002 overseeing daily operations for since the company’s inception. She is a graduate of Judson University with a Bachelors of Arts in Human Resources and Criminal Justice Administration.
